Innovative project “Calculator of Costs of Inaction – Implementation of Innovative Solutions in the Area of Cost Analysis of Foregone Supportive and Motivating Measures of Social Policy in the Masovian voivodeship”

The underlying objective of the project is to create conditions to improve the effectiveness and cohesion of the social policy for 100% of local governments in the Masovian region by the end of 2014 as a result of developing and testing an innovative way of implementing social policy – “Costs of inaction” in 25 selected local governments, followed by the dissemination of the model.

How is a project innovative:
  • Development of a useful model for implementing social policy dedicated to local governments, based on social innovation;
  • Development of new useful solutions allowing the analysis of expenses that local governments incur in connection with accomplishing their social policy objectives;
  • Promotion of innovative social services and projects, identified to be the most efficient and useful in resolving 10 selected social issues.
The key product of the project is the social policy implementing model “Calculator of Costs of Inaction”, based on the following six instruments:
  • Social Calculator
  • Diffuser of Social Innovation
  • Catalogue of Social Innovation
  • Network of Social Innovation Leaders
  • 'Strategy of Social Problem Solving' Generator
  • Training System
 This Project is managed through the partnership of the following:

Local Government set up an organizational unit in order to carry out tasks in the Mazovian Voivodeship self-government social policy. MCPS performs tasks under the Act of March 12, 2004. Social Support Act of 27 August 1997 on Vocational and Social Rehabilitation and Employment of Disabled Persons (as amended), the Act of 26 October 1982 on Upbringing in Sobriety and Counteracting Alcoholism (as amended) and Act of 24 April 1997 on Counteracting Drug Addiction (as amended).

Partner No. 1 – Warsaw School of Economics
Warsaw School of Economics, founded in 1906 by August Zieliński, is the oldest university of economics in Poland as well as one of the leading economic universities in Europe. Institute of Social Economy (IGS), which coordinates the activities of the Warsaw School of Economics within the project “Calculator of costs of inaction”, was founded in 1920 for the purpose of identifying social problems of contemporary Poland and development of theory and practice of social politics. Nowadays the subject of Institute’s research interests lies in the performance of social policy tasks at the national, regional and local level as well as the conditions in which the subjects of social policies function. Within the project IGS is responsible for developing assumptions concerning the methodology of inaction costs in social policy.

Partner No. 2 –  The "Radom Centre for Entrepreneurship" Association
The association was founded in 1994 and now has nearly two decades of experience in implementing projects in this field, to support the wider community and entrepreneurship. Every day working with local government units from Radom region, social welfare centers, institutions of local labor market, social economy, the Prison Service, NGOs and other entities conducting activities in the field of social policy.
